Are you suggesting user permission always in a SPO user group ? or user group at the AD level ?

Both - we utilized AD Sync with local SPO with the user group or ,,locally created user group in SharePoint Online itself.
We also have individual user contribute in specific site.
We have are many different scenarios to manage.
Are you suggesting user permission always in a SPO user group ? or user group at the AD level ?
We centralize all user creation or change permission in the HQ office only. We will change gradually when other company IT personnel able to manage this configuration.
Do share your experience if you have had one before.

What are you trying to automate? We've done lots of these through the years -- but mostly we recommend assignment through groups -- and then any group management software can handle the task. Is there a specific scenario you're encountering?
