at Shell records in structured systems are covered via the so called "RIA" - Records In Applications concept. In a specific records file plan, for example HR, a record type may be linked to a database - in this case the employee file. So that record type is not a PDF / Word / etc but a query or view in a database that is defined. RIA then applies Records Management controls to those systems to ensure records can be found, traced, audited etc etc.
I don't know if others have the same approach, but this seems to work for us.
