If you are getting a 10016 error in the Application Server part of the Event Viewer then you are having Distributed COM error. It is most likely due to the NETWORK SERVICE not having the correct DCOM permissions. To fix this do the following.

Open up Component Services from the Administrative tools menu

Right click on My Computer

Choose Properties
-
Go to Com Security
-
In the Launch and Activation Permissions section choose Edit Default

Add NETWORK SERVICE to the Group or user names

Make sure NETWORK SERVICE has Allow on Local Launch, Remote Launch, Local Activation, and Remote Activation

Click OK
-
Click OK
The 10016 errors should be resolved. Go back to the Event Viewer to verify the error is not occurring.
